Build me a local first marketing budget pacing dashboard that helps me compare actual spend against the planned pace, see projected end of campaign spend, and spot budget risks before I overspend.

I want a clean responsive interface where I can enter campaign numbers and immediately get clear calculations for pacing, CPA, ROAS, and how much daily budget is left. It should also give plain English recommendations that explain what is happening and what actions to take, without needing a direct connection to an ad platform.

If possible, include an optional AI review mode that only runs from a local server and uses a key from an environment file, so the browser never sees it. The app should work without any account or API key, and it should be able to generate copy ready Markdown summaries I can paste into reports or send to a team.
