Build me a Minecraft server plugin for Paper 1.21 through 1.21.4 called DeepGuard XRay. I want it to catch xray cheaters by watching how people mine and trying to tell the difference between normal branch mining, cave exploring, and actually suspicious behavior. Give staff simple in game tools to train the detector, analyze a player, view a report, turn the system on or off, and check status with commands like /deepguard or /dgx.

I also want Discord webhook alerts, a staff GUI for reports and training data, decoy ore placement, and a custom punishment system with several levels that staff can configure. Add the paranoia mode idea too, with fake resources, ghost mobs, and visual tricks for suspected cheaters. Please include command hiding so only people with the right permission can see or use the plugin commands.

Keep it lightweight for server performance, and make the code clean enough that someone could learn from it even if the project is still kind of alpha. Look up current Paper docs online if you need to.
