Build me a PWA for a barangay emergency monitoring system for residents and admins.

It should let people sign up with email OTP, log in, and then report incidents or send an SOS with their location. Residents should be able to see a dashboard with recent reports, a live incident map, notifications, and a verification area for their ID. Admins should have their own dashboard where they can review and manage reports, view a map of incidents, check analytics and heatmaps, and manage a directory of barangay officials with profile photos.

I also want the app to store data in a backend database, handle user roles, and support image based incident analysis and text classification for reports.
