Build me the first working version of Basiq, an open source logistics layer for the Philippines.

I want developers to integrate once, then create shipments, get delivery rates, track parcels, and receive normalized webhook events across couriers like Lalamove, J&T Express, and Ninja Van. Make it Philippines focused, with a shared address format for region, province, city, and barangay, plus validation for local mobile numbers and COD details.

Please set up the core library, provider adapter pattern, bring your own API key support, and starter adapters that are cleanly mocked or ready to connect to real courier APIs. Add simple React helpers and UI pieces for an address picker, rate comparison card, and tracking timeline.

Also build a clean documentation site that explains the API, setup, examples, branding, and how to add a new provider. Keep the code organized, typed, tested where useful, and easy for contributors to understand. Look up current docs online if you need to.
