Build me this GT4Recomp project so I can run it locally on Windows and see it work end to end.

I want a command line tool that can disassemble selected Gran Turismo 4 code regions, reconstruct an analysis ELF from a verified CORE file, and run the basic verification checks described in the README. Please make sure it builds with CMake and Ninja in a Visual Studio developer shell, and that the tests pass. If anything is missing or unclear, look up the current docs online if you need to and then wire it up in the codebase. I also want the app to be easy to run from the build folder with the example commands in the README, and for the outputs to go into the ignored local folders just like the project expects. Keep it focused on the GT4 specific workflow and make the whole thing feel polished and usable.
