Build me a .NET 8 web API called Deployment API that uses PostgreSQL and JWT login so users can sign in and access protected endpoints.

I want a clean starter backend with the usual CRUD style structure, controllers, models, DTOs, and database migrations already set up. Please make it easy to run locally with one command, and include app settings for development and production so I can plug in my database and secret keys without much work.

Also add Docker support so I can build and run it in a container, and keep the project ready for Kubernetes deployment too. If anything in the README is unclear, use sensible defaults and look up current docs online if you need to.

I mainly want a working API skeleton I can extend, with authentication, database access, and a simple testable setup that is clean and easy to maintain.
