Build me a public GitHub repo that shows how Claude skills work, with a clean README that explains what skills are, how to use them in Claude Code, Claude.ai, and the API, and how to create a basic custom skill.

I want the repo to include a set of example skill folders, a template skill I can copy, and a spec area that documents the skills format.
