Leronim/euro-save ? reverse-engineered prompt

Build me a personal expense tracker backend that takes bank SMS or shortcut messages from my iPhone, parses them into expenses, stores everything in Postgres, and then talks back to me in Telegram so I can confirm, edit, or ignore each purchase.

I want the app to accept incoming transaction messages, figure out the amount, currency, merchant, time, card digits, and whether it is a purchase, refund, or declined payment. Confirmed expenses should be saved cleanly, pending ones should wait for my approval, and I should be able to see monthly and weekly totals, categories, budgets, and simple reports in Telegram.

Also include a small Telegram Mini App where I can browse expenses, search, edit, and manage categories from the browser inside Telegram. Please make it run with Docker, use a secure secret for the incoming shortcut request, and wire up the Telegram bot and database migrations so it works end to end. If you need to check current docs for any library behavior, look them up online.
