Build me a local first developer assistant called Elena that runs from the terminal on Mac and Linux and uses Ollama on my machine instead of sending my code to the cloud.

I want it to feel like a smart project helper that can chat with me inside a repo, scan a project and summarize it, review uncommitted changes, search files, read files, look at git status and diffs, check ports and running processes, and run safe commands only after asking me first. It should remember useful things between sessions, show a clear progress and status line while it works, and support background tasks so I can keep typing while it scans or starts a server.
