LumaTeam/Luma3DS — reverse-engineered prompt

Build me a Nintendo 3DS custom firmware in the spirit of Luma3DS. I want something that works on all 3DS family systems through boot9strap, patches the stock system software, and makes the console much better for homebrew and game modding. It should have a boot time config menu on Select, a chainloader on Start for other .firm payloads, and an in game overlay menu like Rosalina on L plus Down plus Select for things like screenshots, screen filters, cheat support, external input redirection, and setting the time from the network.

Please also include the modding features people expect, like plugin loading, LayeredFS style file redirection, per game language overrides, support for custom patches or replacement system modules, and a working GDB server for debugging and reverse engineering. I want it to be installable the usual simple way by copying release files to the SD card, and I want clear build and usage docs so someone can compile it and understand the basic menus.
