Build me a small Python tool that lets me manage and swap in a custom instruction pack for Codex, with a safe preview mode, apply mode, and reset mode.

I want it to load a default release version, keep older versions archived, and let me roll back cleanly if something goes wrong. It should also support a simple local test workflow so I can generate prompt sets, run regression checks, and verify the scoring logic offline. Please include a clear README, a couple of example commands, and a way to sync the release files so the packaged zip stays consistent.
