Build me a Python backend that can manage cloud instances and respond to Telegram commands.

I want a simple service where a user can create, list, find, and delete instances, and also trigger actions through a Telegram bot. It should have a main entry point, reusable helpers for API calls, and a small coordinator that can handle multiple workers or a swarm style setup. Please include basic deployment scripts and setup steps so I can run it locally and hook it up to Telegram and AWS easily.

Make it practical and easy to configure with an example env file. If anything needs current docs or setup details, look them up online if you need to. I also want the code organized so the instance management logic is separated from the Telegram polling and webhook setup, with simple scripts for testing the calls and starting the bot.
