Build me this Notes API project for a local Kubernetes demo.

I want a small Java Spring Boot notes app with a PostgreSQL database, containerized and deployed to a kind cluster. It should be reachable from my machine at localhost 8080, with a backend service and a postgres service, and the backend should run with two replicas while Postgres runs as one replica with persistent storage.

Also set up a GitHub Actions flow that uses a self hosted runner on my machine, builds the app into a Docker image, pushes it to GitHub Container Registry, then applies the Kubernetes manifests and updates the backend image automatically. Please make sure the backend deployment uses readiness and liveness probes, and wire readiness to the app health plus database connectivity so the service stops sending traffic if the DB is broken without endlessly restarting the app.
