Build me a construction ERP and project management portal for a small company.

I want a clean web app where an Owner or Admin can log in, manage users, assign them to projects, and keep track of attendance by employee, project, and date. Attendance should be entered by Admins and Owners, not self marked by employees, and each record should show who marked it.
