Build me the core plugin for a PocketMine practice server called Pandaz.

I want it to handle the main practice features like FFA, duels, bot duels, parties, stats, scoreboards, leaderboards, custom pots, settings, ranks and permissions, staff tools, anti cheat, and SQLite3 data storage. It should let me define duel arenas in a simple config with spawn points, world name, build on or off, and supported modes like nodebuff, gapple, fist, sumo, combo, and bot difficulties.

Please also add configurable floating text leaderboards for things like kills, deaths, KDR, ELO, wins, losses, and daily stats, with placeholders that can be reused in the text.
