Build me a clean web app that helps me tailor my resume and cover letter for specific jobs. I want to upload my current resume as either a PDF or LaTeX file, have the app pull out my skills, experience, education, and projects, and save all of that into a master profile I can manage later.

I also want a simple dashboard where I can review and edit that info, then paste in a job description and get AI powered suggestions for how to adjust my LaTeX resume and my cover letter to fit the role better. The app should feel polished and straightforward, with a landing page, an upload screen, a dashboard, and separate tailoring pages for resumes and cover letters.

Please keep everything stored locally in a small database, and make it easy to run with an OpenAI API key in an env file. Bonus if it can generate polished PDF output from the tailored LaTeX. Look up current docs online if you need to.
