Build me an anonymous imageboard forum with a separate admin panel.

I want the public site to let people browse boards, open a board, read threads, create new threads with an opening post, reply to threads, and reply to a specific post. Posts should support image uploads with previews, and the thread and post lists should load more as you scroll. Please include basic rules like file size and type limits, and stop banned users from posting.

I also want a protected admin area where staff can log in with cookies and manage boards, threads, posts, and bans. That should include hiding boards, locking and pinning threads, soft delete and restore, hard delete when needed, and banning or unbanning people either globally or for a specific board.

Set it up as a full working app with a backend, public frontend, admin frontend, database, file storage, and local Docker setup. If you need to look up current docs for anything, go ahead and do that.
