MnFeN/Simulant ? reverse-engineered prompt

Build me an ACT plugin for FFXIV that lets me run local raid simulations inside the game using the native game look and feel.

I want it to let me initialize from ACT, load a map or dungeon by ID, spawn fake party members and enemies, and then run preset mechanics and timeline based simulations. It should also be able to validate player actions during the simulation, and have a simple interface where I can pick a map, choose a preset if one exists, load the area, and start or stop the simulation.

Please make it work as a local only mode too, with an option to block normal network traffic except for the heartbeat so I can stay in an isolated simulation state. Keep the UI straightforward and practical, and handle the basic flow described in the README.
