Build me a missing person reunion app for the Kumbh Mela called Punarmilan.

It should let booth volunteers file missing person and found person reports with details like name, age, clothing, photo, last seen or found location, and a map pin. It should also let families pre register people. Then build a control room dashboard that shows open reports, suggests likely matches between missing and found people using Claude, and lets an operator confirm or reject them.

I also want a map view that shows all active reports, helps with free text search, and gives useful nearby context like booths, police, CCTV, and chokepoints. Add an admin area with simple conversational analytics and AI generated charts about the operation.
