Build me a full roleplay server gamemode for Multi Theft Auto San Andreas like the Emerald Gaming project.

I want the core server to handle account signup and login, character creation, chat, admin tools, factions, inventory, vehicles, fuel, interiors, items on the ground, NPCs, reports, radio, teleporting, player stats, and a HUD with a scoreboard. It should feel like a complete open source RP base that can be started on an MTA server and connected to MySQL.
