Build me a simple open source curated list of beginner friendly projects, organized by programming language and easy to browse in a README.

I want the main content to live in a data file, then have the README be generated from that so the list is easy to maintain. Each entry should show the project name, a link, the label that makes it beginner friendly, and a short plain English description of what the project does. Group everything by language, and include a table of contents at the top so people can jump to the section they want.

Also add a short contributing guide that tells people how to add or remove projects cleanly, and make it clear that maintainers should update the data file instead of editing the generated README by hand.

Keep it lightweight and GitHub friendly, since this is basically a community maintained awesome list for first time contributors. If you need to check current docs or best practices online, feel free to look them up.
