Build me Rush Linux, an Arch based operating system project that adapts power and performance to what I am doing.

I want the repo to produce a working LiveDev image and the optid control loop to be usable in a safe dry run mode by default, with clear logging of what it would do. It should watch system pressure, power, thermal, app, and device state, classify the workload, then decide on the right power and hardware settings.
