Build me a polished Windows desktop app for personal expense tracking called ExpenseFlow.

I want it to let me add income and expenses quickly, see a dashboard with my total income, total spending, and current balance, and browse recent transactions. It should also support multiple accounts like cash, bank, UPI, and wallet, plus budgets for the month and by category with clear warning indicators when I’m close to or over budget.

Please make it fully offline, with all data stored locally in SQLite, and keep the UI modern and easy to use. Include pages for transactions, budgets, accounts, reports, and settings, with simple charts and export options for CSV, Excel, and PDF. Add backup and restore too.

Use a clean dark themed desktop interface, make money calculations accurate, and keep everything organized so it’s easy to maintain. If you need to look up current docs online for the GUI or export libraries, go ahead.
