Build me a small open source Python project that gives coding agents a better way to plan software work before they start building.

I want the app to be a reusable skill for tools like Claude Code, Cursor, and Codex, so when someone asks for a plan it produces a dependency first build plan instead of a vague list of features. It should push the agent to decide risky tradeoffs early, start with a real walking skeleton in production first, and include validation checks, security, observability, and rollback thinking in every phase. The output should feel like a practical planning method, with clear sections, examples, and guidance for when to defer work.
