Build me a Telegram bot that can take videos or links, download them, encode them, and upload the finished files back to Telegram.

I want it to feel like a queue based media bot for one owner and a few allowed users, with commands to add files, links, and torrent jobs, check the queue, pause and resume work, cancel everything, and see basic status and logs. It should also be able to rename files, remux them, show media info, and let me set custom encoding settings and thumbnails without editing code every time.

Please include support for torrent and RSS style workflows, since I want to watch feeds and handle batch jobs too. It should work from a simple config file with Telegram API details, owner IDs, and optional upload or log channel settings.
