Build me a complete FiveM banking resource called omes_banking that works with both ESX and QB Core. I want players to be able to open a bank interface, deposit and withdraw money, transfer cash to other players, use ATMs with PIN verification, and manage savings accounts. It should also keep transaction history, show simple balance charts, and send notifications that work with ESX, QB, or OX Lib depending on the config.

Please make it easy to set up with a config file for framework choice, notification type, language, and banking limits. Include support for the existing database tables for transactions, savings, and PINs, and make sure the UI feels polished and usable in game.
