Build me a simple Windows command line app in C# that helps me manage a big list of test accounts and their browser profiles.

I want to be able to pass in account details from the command line, save each account with its own Chrome user data folder, and check whether the login still works. It should also let me import lots of accounts from a file, assign each one a proxy or browser fingerprint if that is supported, and keep track of which accounts are active, failed, or need attention.

Please make it easy to run from Visual Studio on .NET Framework, and keep it lightweight since I do not want anything that depends on Selenium or Playwright. If you need to look up current docs online, feel free to do that. Add clear help text for all options, make the code easy to extend, and include a basic README example showing how to run it from CMD.
