PasarGuard/panel — reverse-engineered prompt

Build me a self hosted proxy management panel called PasarGuard. I want a clean web dashboard plus an API so I can manage lots of proxy accounts from one place, including multi node setups. It should support Xray and WireGuard, with common connection types like Vmess, VLESS, Trojan, Shadowsocks, and Hysteria2, plus TLS and REALITY where that makes sense.

I need to create users, put traffic caps and expiry dates on them, support recurring limits like daily or weekly quotas, and optionally lock access to certain devices. One user should be able to have more than one protocol if needed. Please include subscription links that work with V2ray and Clash style clients, share links, QR code generation, traffic stats, and basic system monitoring.

I also want multiple admin accounts with role based permissions, a simple CLI, Telegram bot support, and multi language support if possible. Make it easy to deploy and self host, preferably with Docker and env based setup, and include the first time owner account creation flow. Look up current docs online if you need to.
