Build me a mobile app for event staff that works fast even without internet.

It should let an admin log in with local accounts, then import a master attendee list from an Excel file, search people instantly, scan QR codes to check them in, and mark whether they have already participated and whether payment is verified. I also want a simple on spot registration flow for new attendees, with those new records saved locally first and synced to Firebase later when I tap a sync button.

The main idea is that the phone should keep a local database so everything important still works offline, including search, scanning, and registration. Please include separate access for a master admin, regular event admins, and a simple desk mode for quick registrations. It should also be able to export the local data to Excel for backup or reporting, and if possible let another device share or import the current local data so staff can stay in sync during the event.
