Build me a fast, chaotic top down bullet heaven game called TopHat Shooter. I want it to feel like a survival roguelite where you fight off big waves of enemies, collect lots of upgrades during a run, and slowly unlock permanent improvements between runs.
Please make Waves mode the main playable mode for now, with the structure in place so Survival can be added next. I want plenty of variety, something like 60 or more power ups, a solid mix of enemy types, and a good set of bosses so each run feels different. Include a permanent upgrade shop, consumable items, and deployable walls as part of the strategy.
Use Nim with Raylib for the build. Keep it simple for me to run in debug while developing, and make sure it can produce release builds for both Windows and Linux. I do not need anything fancy beyond a complete playable foundation that feels polished and fun. If you need to, look up current docs online and fill in the gaps with sensible choices.
