Build me a polished static weather dashboard called Aurora Weather using plain HTML, CSS, and JavaScript. It should work on GitHub Pages with no build step and no API key.

I want users to search for a city, use their current location, or enter a UK postcode, then see a clear current weather view plus hourly and 7 day forecasts using public weather APIs. Make the interface feel premium and responsive, with a glassy weather app look, animated weather visuals, side navigation, and a separate settings page.

Include settings for units like temperature, wind, pressure, and rainfall, plus forecast model choice, saved places, auto refresh, theme mode, alert sensitivity, and hourly range. Add useful extras like daily insights, sunrise and sunset timeline, air quality, lifestyle indexes, risk cards, radar style readouts, and a 24 hour temperature chart.

Please make it installable as a PWA with a manifest, service worker, offline shell caching, and sample fallback weather if live data fails.
