Build me a small cross platform command line tool in C called JAPM that can pack and unpack Arma 3 PBO files.

I want it to work on Linux and Windows, and be simple enough to use in scripts for server management. It should take an input file or folder and produce the matching packed or unpacked output, with support for the extended header format and compression. Please include a basic help screen, quiet mode, warning control, and a version flag like a normal utility would have.

Make it build cleanly from source with CMake, and keep it easy to run in a Docker container too. If anything about the PBO format needs current reference material, look it up online so the implementation matches the format properly.
