Build me the Bittensor monorepo so I can run the chain locally and work with it end to end.

I want a Substrate based blockchain that handles subnets, staking, emissions, and wallet transactions, plus support for EVM contracts and ink style wasm contracts. Please make sure there is a node I can start locally, a runtime with the core chain logic, and the usual developer tools for testing it against a local network.

Also include the Python SDK and btcli so I can query the chain and send transactions from a simple client. If the docs and website are part of the project, keep them in sync with the chain features so the user facing pages match what the SDK and CLI can actually do.

Make it easy to run with Docker or from source, and if you need current setup details or dependency versions, look up the latest docs online first.
