Build me an ICM workspace for my project so the folder structure itself guides the work and any agent can understand what to do just by reading the files.

I want it to take either a messy existing folder or a brand new idea and turn it into a clean workspace with clear stages, stable context files, and numbered folders that show the order of work. If there’s already a project, it should sort the files into the right places, point out what is useful, what is just supporting info, and what can be left out, then suggest the best structure before making changes.

Please make it easy for a human to open any folder and know what state things are in, and make sure it still works if the agent has no memory and only the files to read. If needed, look up current docs online, but keep the result simple, practical, and ready to use.
