Build me an open source tool that can turn a short sentence or a web page link into a finished short video.

I want to paste in something like a topic or a URL, then have it automatically write a video script, split it into short lines, find or generate matching visuals, and stitch everything together with voiceover, background music, and subtitles. It should support at least two modes, one for text to video and one for URL to video, and it’s okay if the visuals come from either image search, video search, or AI image generation depending on the config.

Make it easy to run locally, with clear setup for Windows, Linux, and Docker, and keep the different modes separated by simple config files. If you need to look up current docs or library details online, go ahead. I mainly want a working first version that can reliably produce a usable short video from simple input.
