Build me a local web app for reading research papers.

I want to upload a PDF and have the app pull out just the main text, leaving out author info, captions, and references. Then it should show the paper in a clean reader with sentence by sentence translation, quick summaries, key insights, and an AI chat that answers questions using evidence from the paper, like page numbers or quoted snippets. It should also let me click figures, tables, and equations to get simple explanations, automatically highlight important parts like contributions, methods, results, and limitations, and let me add notes or markups that I can export later to Markdown or Obsidian.
