Build me a local face recognition web app that I can run on my own machine and use in the browser.

I want to upload a folder of photos or individual images, have the app detect faces, clean up low quality matches, and build a searchable library of people. Then I should be able to upload a new photo and quickly find similar faces in my collection, with results ranked by confidence and filtered so obvious false matches are pushed down. It would be great if the app also shows useful details like quality, age, gender, emotion, and any duplicates it finds, plus simple tools to name people and keep those names consistent across the library.
