Build me a small, clean release project for T7Patch for Black Ops 3, updated for the February 2026 game update.

I want it to package the security fixes from the original patch and make it easy for people to install on both Windows and Linux or Steam Deck. Include a simple config file users can edit for things like their name, friends only, and network password, and make sure the setup instructions are very clear and beginner friendly.
