Build me a local web app called FlameScope for exploring NASA fire safety test data in a simple, trustworthy way.

I want a home page where someone can ask a question like “Will it burn on a Moon base at 34 percent oxygen?” and get a clear answer such as Burned, Mixed, No flame held, No data, or Unclear. The app should let people search and filter the evidence, compare two or three tests side by side, and then generate a source linked evidence brief they can export as Markdown. Every number shown should trace back to a specific report page or source row, and the interface should make missing data obvious instead of guessing.

Please make it work offline after startup, with local data and fallback fixtures, and keep the design clean and easy to use on desktop and mobile. If you need current docs or APIs, look them up online.
