Build me a clean starter app for a desktop project using Electron and Vue. I want it to feel ready to use right away, with a simple app window, a basic Vue interface, and the usual pieces most apps need like routing, shared state, and API calls. Please set it up so I can run it in development with hot reloading, restart the main process when I change it, and also build it for production for both desktop packaging and a web version if that’s supported.

I’d like the project to come with sensible defaults, good folder structure, linting, and support for unit tests and end to end tests.
