Build me a local tool for managing multiple Notion AI accounts behind one simple dashboard and API.

I want to run it on my computer, open a browser dashboard, log in with an admin password, add Notion accounts by pasting their token, and see each account’s quota, available models, usage, and status. It should automatically pick an account with available quota when I send requests, skip accounts that are exhausted or broken, and keep the account data updated without restarting.

Please include a local API that works with Anthropic style clients like Claude Code, plus OpenAI compatible clients, with streaming support and model listing. I also want a local reverse proxy so I can open the Notion AI web UI through the pooled account.
