Build me a Minecraft Fabric mod for Java 17 that adds a new item called the Orbital TNT Rod. When the player uses it, it should call down a dramatic orbital strike made of TNT, with three big outer rings and a straight stack in the center, so it feels like a real devastating cannon attack.

I want the rod to have the enchanted glint all the time, use up one durability each time it works, and then go on a 9 second cooldown after a successful use. It should be repairable in an anvil with a Nether Star, and the crafting recipe should be the one with Nether Stars, TNT, and a Fishing Rod in the middle. Also make it unlock through an advancement called Orbital Strike when the player gets a Nether Star, so the recipe shows up in the recipe book after that.
