Build me an AI powered CCTV based attendance system for a college, with a React dashboard and a FastAPI backend. It should let me upload a CCTV or NVR video, pick a camera area and attendance session, then process the footage in the background and show live progress, recognized students, and a timeline as it runs.

I want the app to detect faces, match them against enrolled students, and save attendance only once per session per student. If a match is not confident enough, send it to a pending review queue so an admin can approve or reject it. Include a student enrollment flow that captures face samples from a webcam, saves the student details and biometric data, and makes the new student available right away without restarting anything.
