Build me a simple tool that can download Wallpaper Engine workshop items from a Steam workshop URL, even if I don’t have my own Steam account set up for it.

I want it to be easy to use, just open the app, paste a workshop item link, pick my Wallpaper Engine install folder, and click Download. It should save the item into the right projects folder so Wallpaper Engine can use it normally. If possible, make it work in both English and Chinese, or at least keep the text easy to translate.
