Build me a macOS menu bar app that lets me dictate text and capture screen context at the same time.

I want a quick note mode where I hold Option to start recording and release to stop, and a longer explanation mode where I press Command Option to start and press it again to finish. It should play a soft native sound when listening starts and stops, and show a simple setup flow for microphone, screen recording, and accessibility permissions.

While I’m recording, I should be able to circle anything on the screen with my pointer, and the app should capture the whole display under that area, show a subtle blue trail, and keep a clear visual cue that something was captured. When I’m done, it should insert the transcript into the text field I’m typing in, and if I captured screen context too, paste those images into the same place in the right order.

Please keep it local and offline if possible, and include a basic menu bar settings screen where I can choose dictation language and manage any optional polishing or vocabulary features.
