Build me a Windows desktop app for technicians that helps me inspect, clean up, and verify a PC without doing anything risky behind my back.

I want a local first tool that follows a clear flow, first scan the machine, then analyze what looks important, then let me review a plan before any changes happen, then apply the chosen fixes, then scan again to verify the result, and finally generate a clean HTML report I can hand to a client.

It should include system and hardware checks, startup and service review, storage and optimization findings, a dry run style review before changes, and a safety journal or history of what was done. Make sure it does not silently elevate permissions or auto run fixes without confirmation.
