Build me a self hosted management panel for Xray based proxy accounts that runs as one native Go app on Linux with a systemd service.

I want a web dashboard with a clean light and dark UI, support for English, فارسی, Русский, and 简体中文, plus a REST API and a CLI so I can manage everything from the browser or terminal. It should let me create and manage users, inbounds, admins, and nodes, track traffic and expiry limits, show system usage and Xray logs, and generate subscription links and QR codes for common clients. It should also support multiple nodes with secure communication, backups and restore, Telegram notifications, and roles for different admins.
