Build me a command line tool that helps manage AI plugin workspaces in a simple, repeatable way.

I want to be able to set up a new project, create a local .ai marketplace, add starter plugin files, and optionally generate the config needed for Claude Code or Copilot. It should also be able to scan an existing repo and migrate AI related stuff like skills, agents, MCP servers, hooks, and commands into plugin folders for me.

It should work as a single fast binary with no extra runtime setup, and be friendly for Rust based development since this is a Rust project.
