TheReal1Don/TrustExe ? reverse-engineered prompt

Build me a web app called TrustExe where people can upload closed source tools and executables, and visitors can see if the file is safe before downloading it.

I want each upload to be checked by VirusTotal and show the scan results clearly on the project page, like malicious, suspicious, or clean. Also add a simple trust system where users can leave a 5 star rating and comments so the community can help decide if a project is worth downloading.

Files should have a strict upload limit of 30MB and only allow safe file types. I also want the app to store uploaded files through Telegram so I do not need expensive storage. Make it look clean and modern, and keep it easy to browse projects, view file details, and download from the site.
