Build me a simple Japanese TV IPTV site that lets people easily watch channels online and use the playlist in their own IPTV player.

I want a clean homepage that explains how to use the service, gives a raw M3U playlist link, and also offers a cleaner version with adult channels left out. It should be easy for someone to copy the link and open it in VLC, PotPlayer, TiviMate, or similar apps. If possible, add a basic web player page too so people can watch from the browser.
